ORGANISING AUTHORITY. The Regatta is organised by the Phuket Yacht Club (PYC) under the auspices of the Yacht Racing
Authority of Thailand
1. RULES
1.1. The regatta will be governed by the rules as defined in The Racing Rules of Sailing, and by: 1.2. The OMR Rule and the PYC Performance Handicap Rule for Multihulls. OMR measurer, Mark Pescott – marksummersalt@gmail.com 1.3. RRS 52, Manual Power, shall not apply for yachts racing in the Multihull Classes. The use of stored power for the hoisting of mainsails, or the reefing or furling of sails need not be declared. Multihull Boats using stored power for the adjustment or operation of running rigging shall declare this to the OMR Rating Authority. 1.4. The Firefly 850 Sports One Design Class Rules, Firefly Class rep. Ian Coulson ian_sea@yahoo.com 1.5. This Notice of Race and the Sailing Instructions 1.6. In case of conflict, the Sailing Instructions will prevail (this changes RRS Rule 63.7). 1.7. Boats shall comply with World Sailing Offshore Special Regulations Appendix B in daylight hours except that: 1.8. All boats shall carry an operational marine band VHF radio and monitor the designated channels from 30 minutes before any scheduled start until after finishing. 1.9. Boats racing on a one-design certificate shall comply with their class safety regulations, sail limitations and other regulations where they differ from World Sailing Special Regulations. 1.10. No national prescriptions will apply. 1.11. Boats maybe required to display advertising chosen and supplied by the organizing authority. Multihull Solutions Regatta – Phuket 2018 – Notice of Race 2
2. ELIGIBILITY AND ENTRIES
2.1. The Regatta is open to all multihulls (catamarans and trimarans) with a length overall of greater than 6 meters that are acceptable to the Race Committee. 2.2. A minimum of 5 boats are required to constitute a class or division. If less than the required minimum entrants are received the RC may amalgamate classes. The RC reserves the right to adjust the eligibility criteria and/or reallocation of boats in the interests of fair competition. The determination of eligibility criteria and the allocation of boats to particular classes or divisions shall not be grounds for protest or redress. (This changes RRS Rules 60.1(b) and 62.1). 2.3. The Regatta will have the following classes (subject to entries received): Class 1 Racing Multihulls with valid OMR ratings. Class 2 Firefly 850 Sports One Design Class 3 Corsair Pulse 600 One Design Class 4 Open Multihulls. Using the PYC Regatta Performance System. 2.4. Boats racing in the Open Multihull division shall be Cruising Multihulls who do not hold a current OMR Rating. Boats will be allocated a base handicap by the race committee based on the principals of the OMR Rating System. A boat’s rating may be adjusted during racing (using PYC Regatta Performance System after each race, based on her performance in that race, her base rating and the series to date). 2.5. Classes may be altered, amalgamated or divided at the discretion of the Race Committee. Specifically, all boats of a particular design shall race in the same class at the direction of the Race Committee. 2.6. Application for entry shall be made on the official Entry Form, which is available at PYC and online from this site. Entries should be submitted to online at www.phuketyachtclub.com Entries may be made up until close of registration at 20.00 on Thursday, July 12 2018. 2.7. Early Bird discounted entry until 15th June 4,500 THB boat entry and including skipper and 2,000 THB per crew. Full price after June 15th 7,000 THB boat entry and including skipper and 2,500 THB each participating crew member. There will also be a fee payable by supporters participating in any of the official functions of the Regatta.
3. SIGNALS MADE ASHORE
3.1. Signals made ashore will be displayed on a flag mast carrying the regatta flag, at the beach front of the Phuket Yacht Club. 3.2. When flag AP is displayed ashore, "1 minute" is replaced with "not less than 30 minutes" in race signal AP. 3.3. When a signal is displayed over a class flag(s), it applies to that class(es) only. 4. SCHEDULE OF EVENTS
The following is the proposed schedule for the 2018 Regatta events and racing: Thursday 12 July 2018 Registration Day 1600 – 2000 Registration at PYC 1800 Skippers Briefing and Weigh-In at PYC Friday 13 July 2018 Race Day One - (Maximum 3 Races Scheduled) 1100 First Warning Signal 1700 Prize giving at PYC Saturday 14 July 2018 Race Day Two - (Maximum 3 Races Scheduled) 1100 First Warning Signal 1700 Prize giving at PYC Sunday 15 July 2018 Race Day Three - (Maximum 3 Races Scheduled) 1100 First Warning Signal 1800 Prize giving Ceremony The Organisers reserve the right to amend this schedule.
5. SAILING INSTRUCTIONS
The Sailing Instructions will be available at Registration.
6. COURSES
6.1. Racing will take place in or in the environs of Ao Chalong. 6.2. The courses to be sailed will be based on Coastal, Trapezoid, Windward/Leeward, or Triangle formats and will be decided depending on weather conditions. 6.3. Course diagrams will be issued with the Sailing Instructions. 7. PENALTY SYSTEM 7.1. For all classes, RSS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty. 7.2. For the breach not involving RRS Part 2, the penalty is at the discretion of the protest committee, which may be less than disqualification. This changes Rule 64.1.
8. SCORING
8.1. For all classes, a maximum 9 races are scheduled. 8.2. Two races are required to be completed to constitute a series. 8.3. Scoring for the Racing Class may be “duel scored” using the OMR Rule and the PYC Regatta Performance Systems. A boat’s rating may be adjusted under the PYCRPS based on her performance in the race, her base rating and the series to date. 8.4. If less than 5 races are completed, a boat’s series score will be the total of her race scores 8.5. If 5 races are completed, a boat’s series score will be the total of her race scores less her worse score.
